AMEND BY STRIKING SECTION 5 AND SUBSTITUTING IN LIEU THEREOF THE FOLLOWING:
SECTION 5. This act shall take effect and be in force from and after July 1, 1999, or the date it is effectuated under Section 5 of the Voting Rights Act of 1965, as amended and extended, whichever date is later.
